Why is the battle system so piss poor/boring in Final Fantasy XIII? It's more interesting than other Final Fantasy games', but that's not saying much.

It's more interactive than, say, Golden Sun, but when competing with real-time systems like Dragon Age, Oblivion, and even Phantasy Star Online, FF13 has a very boring system that is right between being able to relax and having to use the character yourself.  I think more of a Grandia styled system would have worked better than the chosen system, though certain parts, like the paradigms, are an interesting touch that I have yet to experience -- oh, wait, that's right, we call it Multi-Classing in D&D.

Would you agree with me if I said that most Western RPGs, such as Oblivion, Fable, Dragon Age, etc., are more entertaining than JRPGs?

I'd say that they're more into gameplay than storyline, even though they are very capable of both (I for one prefer story to gameplay). For example, I had no clue why I was working for The Blades in Morrowind, but I loved doing it.  And I guess you could compare Paradigms to Multi-Classing, if you're desperate. Multi-Classing involves using skills from both classes at any time (even together), where Paradigms are 100% separated.

No, not yet.  But maybe almost.

I'd have to say that Fable, for example, had a pristine combination of storytelling and gameplay.  At any given point, you know what you're doing and Why.  Morrowind and Dragon Age are a bit off on the "Why?" part of most of their missions, but when you have to listen to Baurus tell you why you're sneaking around the sewers, it's a bit easier to catch onto things instead of tl;dr-ing.  KOTOR also did well in this aspect of not assaulting the player with an overload of text, and instead breaking it down into easier-to-manage and narrated chunks.

Is it just the spoken-word part that makes them good, or am I missing something else that I didn't pick out?

I don't see why everyone like dialogue options. Sure they're great, but it all blends into:

"NICE MORAL THING TO SAY"

"I DON'T CARE."

"I'M GOING TO KILL YOU, RAPE YOUR CORPSE, AND STEAL ALL YOUR POSSESSIONS."

Moreover, Final Fantasy is pretty stale at this point, you can only stand in a line and whack things for so many years.

In places where morality is in question, yes, that tends to happen.  However, from what I recall of Oblivion and for a few spots in Dragon Age, they don't give you such choices.  I do agree that conversation gets to be a little generic after a bit, but my point was that I liked people speaking to me and telling me why I'm doing what I'm doing.  It even works for games such as Armored Core 4/4A.
